The Livability Framework is designed to support the City of East St. Louis by improving coordination for future projects and helping position the City for long-term investment, revitalization, and implementation. It is more than just a transportation plan. It is a framework built upon Seven Livability Pillars to ensure future projects align with the City’s overall vision and community goals. The Study Team will use the findings from the Livability Framework throughout the PEL process to make sure community needs and priorities are included in the Study.
