What is a PEL Study?
The Planning and Environment Linkages (PEL) Study process helps communities make transportation decisions by considering environmental, community, and economic needs early in the design and engineering process.
The PEL process is community‑centered – meaning local residents, leaders, and other stakeholders can suggest different ideas and highlight any concerns early on.
The information gathered then helps guide the next steps in the federal National Environmental Policy Act (NEPA) environmental review and the later design of the project.
While IDOT remains the final decision-maker on infrastructure solutions, stakeholder and public feedback is essential to this process.

What are we studying?
The PEL Study will develop a strategic framework for proposed transportation improvements to IL Route 15 between I-255 and I-55 and Bond Avenue between IL Route 163 and 8th Street to improve mobility and reduce travel time delays.
